Regarding training, I take your point that if it is not made clear in the title, there is a potential danger that it may not happen. With this in mind, I know myself and other guys have really made it clear in a job description, not matter what type of pastor, that training and equipping is an expectation, an integral, essential part of what it means to be a pastor.
I would think if we take seriously what Jesus says "follow me and I will make you fishers of men" it is in this following of Jesus that we see his disciples equipped for the work he has called them to do.
Training in the classroom, training on the job, training by watching, training by come and do it with me, with follow up and feedback, 121 discussion and time, I think that it should be a normal part of what it means to be a disciple of Jesus.
